As you are aware, the Bloomfield Parking Authority will be gating the Glenwood Garage effective Monday, January 4, 2016 and will be issuing electronic access cards in lieu of hangtags so that permit holders can enter/exit the garage by swiping their access card.  Unfortunately, we will have to limit the amount of access cards as we now need to keep a certain number of spaces available for the Avalon Bay Residents, the Business, Residential and Non-Residential permit holders, daily parkers and the new 2 hour limited parking for short term patrons who will be shopping at the local businesses.

Prior to all of the residents moving into Avalon Bay and the completion of the new retail spaces, we were able to issue a greater number of permits as there was ample space available.  However, due to the progress of the development at Glenwood Village, we now have to curtail the number of permits issued.

Since we are now limited as to how many access cards we can issue, and in order to be fair to all current permit holders, the decision has been made to issue the access cards based on the following criteria.  This is applicable for all Business, Residential and Non-Residential permit holders:

  • Those that have purchased a permit for all of 2015 will have first preference
  • Those that have purchased a permit for 2015, but have missed purchasing 1 month will have the next preference
  • Those that have purchased a permit for 2015, but have missed purchasing 2 months, will have the next preference
  • If there are still permits available, those that have purchased a permit for 2015, but have missed purchasing 3 months will have the next preference and so forth

Regrettably, we realize that not everyone who currently has a permit will be able to obtain a new access card.  All remaining 2015 permit holders will be placed on a wait list based on how many months they have purchased and when a space opens up, will be contacted to see if you still wish to purchase a permit.

Starting tomorrow, December 11th, we will be contacting all permit holders who meet the criteria to see if they wish to purchase an access card for January so we can start programming them.  As a reminder, you must come into the office to pick up your new programmed access card as they will not be mailed out.  Going forward, in order to renew your monthly access card, you MUST call during the specified dates as outlined on the following schedule:

If you call within the specified dates, your card will remain activated for the next month.  If you have not called by the close of business on the last date specified above, your access card will be deactivated and you will need to make other parking arrangements.  THERE WILL BE NO EXCEPTIONS OR GRACE PERIOD GRANTED.  If the garage has the space available, you may park there by paying the $1.00 per hour fee or by using one of the 12 hour on-street parking meters located on Glenwood Ave or the lower Royal Parking Lot.  There are 25 twelve hour parking meters (25 cents for 40 minutes) along Glenwood Avenue across from the CVS/Dunkin Donuts/KFC Plaza as well as 52 twelve hour meters located in the lower Royal Parking Lot, which is the metered lot directly across from the Permit Only Farrand Parking Lot.  To avoid having to carry change around with you, we suggest that you enroll in ParkMobile, which will enable you to pay for parking by downloading the app and paying via your smart phone.  ParkMobile requires you to identify your zone number when you activate your parking session.  Please note that the unique zone numbers are located on the meter head on a neon green sticker and contains 4 digits, ex: 7147.  Please visit their website at www.parkmobile.com for additional information and to download their app.

As a final reminder, if you do park in the garage as a permit or daily parker, you are not allowed to park all day in the 2 hour designated parking spaces.  If you do, you will be ticketed.

Lastly and most importantly, if you forget to call to renew your access card, you will lose your space in the garage and it will go to the next available person on the wait list.  You may apply to be reinstated by putting your name on the Glenwood Garage Waiting List, which will be located on our website, under Parking & Permit Regulations, and select Waiting List Form.
